The "deep-fill" self-levelling compound applied to the dining room floor in an attempt to level the floor prior to laying the wooden flooring. It would have been much simpler if the builder (Stately Developments) had built the houses properly in 1978, which begs the question, "Why didn't the Bury Council buildings inspector identify this as an issue at the time?"
